The Chartiers Center Utility Assistance Program offers onetime payment of utility arrears to utility supplier(s), up to $1,500 per individual/family, to settle past due utility balances from the individual’s previous addresses in order to obtain service at the new address. In conjunction with providing funds to settle utility arrears, the Chartiers Center Homeless Utility Program offers counseling on how to budget to pay utilities and lower energy costs. The program will also link individuals and families that are eligible to mainstream resources that may lower their utility costs.
Available funds will be utilized for the following utility companies in Allegheny County: Duquesne Light, West Penn Power, People’s Gas, Columbia Gas, PWSA and other local water and sewage authorities. To qualify for the program funds, an individual/family must complete an application with a CoC Housing Provider and produce the following documentation: photo ID, utility statement indicating past due arrears, three (3) attempts to access funding from other sources (i.e. income, family, other providers, grants, etc), program entry date, proof of income for all individuals in the household, lease or intent to rent verification. Referrals will be submitted to the Chartiers Center Fiscal Coordinator and reviewed for release of funds.
